Tell it what to do as if it is your actual live personal assistant or your personal webmaster, attorney, etc. I’m sure it is worth the $39.99.

If it can’t process the refund, it shouldn’t be able to take payment. It can take payment but you have to talk to some else when you want a refund. Seems disingenuous
