open_slot_map

Invisibility map: which contestable citation slots you are absent from, + contestable share. `runs` replicates the FAN-OUT (cheap, and it re-targets the cost ceiling onto sub-queries that reliably exist); `probe_runs` replicates each VERDICT (expensive: runs x subqueries). Open slots rank by reliability first. ~30 calls at defaults.
